Last week, domestic ethanol demand was 14.8 BGY, up 11.6% compared to a week ago. The EIA-reported gas demand was up 11.6% from last week, at 145.8 BGY. The 4-week average ethanol and gas demand are 14.1 and 139.0 BGY. Volatility in the weekly data has been greater than usual this month due to weather, holidays and other factors.
Ethanol production was 14.8 BGY last week, down 5.6% versus the week before, and 5.3% less than the 4-week average in 2019. Midwest production was down 6.0% (-17.1 MG) versus a week ago, and average production in the other regions was up 2.0% (+0.3 MG). Capacity utilization of plants online was 85.2% overall, 86.3% in the Midwest, and 69.8% on average, elsewhere, excluding 1,355 MGY of capacity shutdown at 27 ethanol plants for other than maintenance. On an installed capacity basis, utilization was 80.3% overall, 84.5% in the Midwest and 42.4% in the other regions.
Exports were an estimated 28.0 MG last week based on 120 MG of exports forecast for April. The EIA reported no ethanol imports last week. Overall inventory was down 32.4 MG last week. EIA-counted stocks decreased 41.5 MG, and regional changes were: East (-1 MG), Gulf (-1 MG) and West (-13 MG) Coasts and the Midwest (-29 MG). In-transit inventory increased 9.1 MG. Based on the total inventory of 1,867 MG on April 21st and the 4-week avg. domestic demand, there were 48.8 days of supply, down 0.8 days versus a week ago. Including the 4-week avg. of net exports, there were 44.2 days of supply, down 0.6 days versus a week ago. |

Last year, the Biden administration waived E15 restrictions on an emergency basis for the summer to deliver relief at the pump, and this year should be no different. As Russia’s war in Ukraine continues to drive price volatility at the pump, the administration should act swiftly to ensure uninterrupted access to lower-cost, lower-carbon E15. Growth Energy to EPA: Unlock Midwest E15 Now |
Growth Energy filed formal comments urging the U.S. Environmental Protection Agency (EPA) to swiftly allow permanent year-round sales of E15 in eight Midwest states. The comments address EPA’s proposed response to Midwest governors seeking equal treatment of E10 and E15 fuels under federal Reid Vapor Pressure (RVP) limits – a change that would extend access to cleaner, more affordable biofuel blends.
“For motorists, the value proposition of E15 is clear,” wrote Chris Bliley, Senior Vice President of Regulatory Affairs at Growth Energy. “It gives consumers an additional choice at the pump that allows an additional pathway to market for homegrown ethanol.”
In the letter, Bliley also highlighted E15’s advantages in terms of enhancing U.S. energy security and decreasing volatility in the American fuel market. “Reliance on petroleum energy sources can lead to substantial swings in fuel prices, as seen during the 2022 summer driving season as prices skyrocketed in response to the Russian invasion of Ukraine, inflation, and other factors,” he said. “During this period, E15 provided consumers with a significantly lower-cost fuel option at the pump, with savings of $0.16/gallon nationwide and up to $0.96/gallon in certain locations. If E15 were to replace E10 on a nationwide basis, consumer spending on motor fuel would decrease by $20.6 billion.”

Chris Bliley Provides Updates at Ag-Auto-Ethanol Forum |
This week, Growth Energy’s Senior Vice President of Regulatory Affairs Chris Bliley and Director of State Government Relations Dallas Gerber participated in the annual Ag-Auto-Ethanol Forum in Detroit. The annual forum brings together leaders from across the ethanol, agriculture, and auto industry to discuss future fuel solutions including the use of high-octane, low-carbon ethanol blends. This year’s forum included a robust discussion of EPA’s proposed multi-pollutant rule for light-duty vehicles, the Next Generation Fuels Act, and other related sessions to talk about how the collective industries can continue to work together. Chris Bliley and NCGA’s Kathy Bergren presented to the forum on the biofuel incentives in last year's Inflation Reduction Act. Bliley also gave an update on the RFS Set proposal and efforts to secure year-round access to E15.
