No. 85, June 13, 2019 TOP STORY Skor Joins President Trump in Council Bluffs, IA to Celebrate E15 Year-Round President Trump photo credit: ZimmComm, available here. On Tuesday, our CEO Emily Skor joined industry allies, members of the ag community and government officials at Southwest Iowa Renewable Energy (SIRE) plant in Council Bluffs, Iowa to celebrate E15 year-round with President Donald Trump. We were thrilled to participate in this event, and brought over 100 board members, members and friends of the industry along to celebrate this historic milestone for the industry.
Skor was seated in the front row of the event, and had the opportunity to speak with USDA Secretary Perdue, EPA Administrator Wheeler, and Governor Reynolds. She even received a shoutout from the president for Growth Energy’s work in getting E15 across the finish line. During his speech, President Trump celebrated with folks across the industry, stating “a few days ago we officially lifted the restriction on E15, just in time to fuel America's summer vacations.” The president also praised our nation’s farmers to a crowd of over 1,100 people, noting that “not only are our farmers promoting prosperity, but they are protecting our security."
Prior to the event, Skor sat down with a reporter from the Omaha World Herald to share what the impact E15 year-round can have on creating demand for local retailers and farmers. She also had the opportunity to speak with reporters from local TV news stations, national publications and radio at the event on the importance of the president’s move to lift this outdated restriction and open up consumer choice at the pump. After a decade of hard work by our organization, we were honored to be able to participate in this milestone event for our industry. Growth Energy and all of our members have worked diligently to achieve year-round sales of E15, opening the door to greater national adoption of higher blends of ethanol fuel.

June 23, Denver, CO NASCAR Salutes July 6, Daytona, FL FEW 2019 Growth Energy Staff Attends Fuel Ethanol Workshop This week our staff attended the 2019 Fuel Ethanol Workshop (FEW), where they had the chance to speak with members and industry stakeholders to update them on our efforts and the latest in the industry.
Growth Energy Vice President of Regulatory Affairs Chris Bliley joined an "association roundtable" of industry experts to discuss the future of the biofuels industry in the wake of achieving year-round sales of E15. The panel discussed the next steps for the biofuels industry as they address the RFS 'reset', the 2020 renewable volume obligations (RVOs), and the rise of autonomous and electric vehicles. Bliley discussed the urgent need for EPA to address the handout of small refinery exemptions to big oil:
"EPA needs to enforce the law. Between waiving volumes and small refinery exemptions, this hasn't been done over the past 5 years," Bliley said. "We're going to continue to fight SREs as a top priority and some of the disclosures we've seen in the litigation are eye opening. The numbers on the RVOs become arbitrary if you're going to waive billions of gallons underneath them." Bliley was joined on stage by moderator Tim Portz of BBI International, Robert White of the Renewable Fuels Association, Ron Laberty of the American Coalition for Ethanol, and Brooke Coleman of the Advanced Biofuels Business Council. In addition to speaking on the general session association panel, Bliley joined a break-out panel entitled "Ensuring Fuel Quality Specifications Align with the Industry's Domestic and International Market Growth Ambitions," where he spoke on the clear need for standardized fuel quality specifications both at home and abroad.
In addition to speaking on the industry's trade association panel, Growth Energy staff also spoke on panels to provide their insight and expertise on specific issue areas:

Growth Energy also hosted 'office hours' at our booth, where conference attendees could get the latest from our staff on how we continue to lead the industry. Those who stopped by were also able to try their hand at winning an authentic American Ethanol-branded Richard Childress Racing firesuit by competing for the top race time on our booth's NASCAR racing game. Finally, Growth Energy live-streamed President Trump's E15 year-round address in Iowa to conference attendees - drawing a large crowd to celebrate the occasion.

IN REGULATIONS EPA to Consolidate Fuel Regulations in Code of Regulations EPA has been working on a draft regulation to streamline its fuel regulations and locate everything in a central portion of the federal code. EPA’s intent is not to change regulatory requirements such as those established under Tier 3 with the exception of the removal of the complex model for reformulated gasoline.
EPA has held several stakeholder briefings and has issued several drafts of their regulation which can be found here. They’re inviting informal comment on their latest draft until June 21st. We will continue to remain engaged with this rulemaking as a formal proposal is developed later this year.

AROUND THE GLOBE Ethanol Exports Briefly Bounce Back After Logistical Hurdles Last week, the U.S. Department of Agricultural's Foreign Agricultural Serivce (FAS) released export numbers for April 2019. In a surprise bounce-back, exports for the month saw an overall increase, reaching 150 million gallons, and some stability in rolling exports, with major export markets like Brazil, India, and Canada continuing to lead exports on the year.
With logistical hurdles from corn crop issues, natural disasters leading to disrupted transportation, and low sugar prices, it is anticipated that the temporary growth in exports will not continue in the coming months, as the lasting impacts of those issues are felt. As the export outlook for 2019 develops further, it is anticipated that 2019 will see a decline from the historic success we have seen over the past three years.
