Gas prices have hit historic highs and saving money at the pump has never been more top of mind for the American people. To combat rising gas prices, the U.S. House of Representatives passed the Lower Food and Fuel Costs Act (H.R. 7606). If signed into law, this legislation would permanently lift barriers to year-round sales of E15 and authorize $200 million for infrastructure funding that will increase access to higher biofuel blends.

What They Are Saying: Here is what Members of Congress are saying about the economic benefits of biofuels:

U.S. House Speaker Nancy Pelosi (D-CA)

"This bill will help make cheaper, cleaner, home-growth biofuels more widely available. This summer, drivers who choose to fill up with Unleaded 88 could save an average of 40 cents a gallon. By making this fuel more widely available, it will unleash the power of America's farmers to help break the grip of foreign autocrats on energy markets, lower gas prices while keeping our dollars here at home, and reduce pollution because biofuels are cleaner than petroleum."

U.S. House Energy and Commerce Committee Chairman Frank Pallone (D-NJ)

"The House is taking action to fight high gas prices and protect consumers by empowering farmers to provide home grown fuel choices at the pump, an option that costs 40 cents less per gallon...For the driving public, the Lower Food and Fuel Costs Act combats fuel prices by allowing for the voluntary year-round sale of gasoline containing 15% ethanol, known as E15 or unleaded 88. Blending more biofuels into gasoline displaces the demand for petroleum helping to bring down gas prices for consumers. Drivers are paying an average of about 40 cents less per gallon to fill up the tanks with E15. This fuel provides significant savings for families during the summer driving season and let's ensure it is available at gas stations across the country. Increasing the availability of E15 protects Americans from volatile global oil markets and eases the grip by relying more on home-grown biofuels and less on fossil fuels. This legislation insulates Americans from fluctuations and enhance our national security and creates local jobs and bolsters true energy independence. It is a win-win across the board. It is one of the most powerful tools in our fight against global price shocks and oil and gas profiteering. Now E15 is a cleaner fuel option that emits less carbon pollution and burns cleaner than regular gasoline. Today's effort is a broader effort to bring down places by cutting climate pollution."

U.S. House Leader Steny Hoyer (D-Md.)

"This bill will lower gas prices by increasing biofuel adoption and investment and by giving consumers greater fuel choices at the pump."

Rep. Ashley Hinson (R-Iowa)

“House passage of my bipartisan PRECISE Act, as well as bipartisan legislation I championed to allow the sale of E-15 blended fuel year round, build out biofuels infrastructure, and shore up our domestic food supply chain is a hard-fought victory for Iowa producers. Our farmers feed and fuel the world and I will never stop fighting, and delivering, for Iowa agriculture."

Rep. Mariannette Miller-Meeks (R-Iowa)

“Iowa farmers, consumers, and businesses have been hurting for too long, and the Administration has done little to support them. They are seeing record-high inflation, astronomical gas prices, and rising input costs that threaten to shut down multi-generational family farms across Iowa. The majority of Iowa’s energy comes from renewables, including biofuels, wind, and solar power. I have consistently argued in favor of making E15 available year-round to support American energy independence, and I was proud to support legislation to do just that. We need to continue to work in a bipartisan manner to support our producers, fix our broken supply chains, lower fuel costs, and save consumers money.”

Rep. Angie Craig (D-Minn.)

"Every day, Americans are calling on their elected leaders to take decisive action to combat surging prices at the checkout line and at the pump. And today, we responded to that call by passing a major bipartisan bill to ensure the accessibility of affordable, homegrown American biofuels and to shore up the American food supply chain."

Rep. Emanuel Cleaver (D-Mo.)

"By expanding access to significantly cheaper biofuels like Unleaded 88, we can support our corn growers and lower costs at the gas pump. That’s a win-win in my book."

Rep. Dan Kildee (D-Mich.)

"I know that Michiganders are seeing higher prices, especially for gas & food. That’s why the House just passed legislation to:

✅Allow the year-round sale of ethanol-blended fuel
✅Strengthen America’s energy independence
✅Lower fertilizer costs for farmers to lower food prices"

Rep. Cheri Bustos (D-Ill.)

"Today’s package expands access to E15 to lower gas prices, shores up our supply chains to keep shelves stocked and reduces food costs by increasing meat and poultry competition and cutting rising fertilizer costs. These measures will not only bring relief to American consumers, but also support the family farmers who feed and fuel our country along the way.”

Rep. Joe Courtney (D-Conn.)

"The bill would also expand farmers’ ability to utilize their crop yield for biofuels—giving agriculture producers a larger fuel market to sell into, and lowering prices at the pump by providing Americans with more fuel choices."

Rep. Ron Kind (D-Wis.)

"Wisconsinites need relief from rising prices at the grocery store and gas pump. That's why earlier this month I released an Inflation Action Plan to address rising costs, and today I'm proud to vote for the Lower Food and Fuel Costs Act to lower gas and grocery prices all while supporting our farmers. I'll keep working to create a strong, stable economy and bring down costs for hardworking families across Wisconsin and the nation."

Rep. Cindy Axne (D-Iowa)

"This package will increase access to biofuels - lowering costs for Iowa families while reducing our carbon footprint, will crack down on price fixing in the meatpacking industry, and address rising input costs for farmers. The Lower Food and Fuel Costs Act is the relief that families need and deserve, and I urge the Senate to take action on it immediately.”

Rep. Randy Feentra (R-Iowa)

"I’m proud to support this bipartisan package that makes E-15 available year-round, supports our farmers, and creates good-paying energy jobs in Iowa. Speaking to our hardworking farmers and biofuels producers back in the 4th District, I know that Iowa ethanol and biodiesel will lower gas prices and make America energy independent again. This legislation gives our biofuels producers the support they need to unleash greater production and give Iowans a cheaper, cleaner option at the pump.”

Rep. Debbie Dingell (D-Mich.)

"The bipartisan Lower Food and Fuel Costs Act will invest in the domestic production of fertilizer and meat and poultry and expand access to cheaper, cleaner fuel to reduce our dependence on foreign producers and stabilize fuel prices. This bipartisan legislation will take critical steps to shore up our food supply chain, lower prices in grocery aisles, and make cheaper fuel more accessible.”
