Sec. Perdue Discusses State of Rural America Before Senate Ag. Committee

On Tuesday, Secretary of Agriculture Sonny Perdue appeared before the Senate Agriculture Committee to discuss the state of rural america. He received questions about our industry from six of our Senate champions, mostly on Reid Vapor Pressure (RVP) and the Environmental Protection Agency’s (EPA) unjustified small refinery waivers. After questioning from Sen. Klobuchar, Sec. Perdue reaffirmed his view that the small refinery waivers granted by EPA Administrator Scott Pruitt at the EPA constitute demand destruction. "It’s our understanding that probably 1.1 to 1.2 billion gallons were waived in that regard," he said. "As you well know, that’s direct demand destruction." During the hearing Perdue also mentioned his belief that the answer to lowering RIN prices is to sell E15 year-round, which he is continuing to talk to the president about.

Growth Energy Announces Partnership Between American Ethanol and Universal Technical Institute

On Tuesday, we announced a new partnership initiative between our American Ethanol program and Universal Technical Institute (UTI), the nation’s leading provider of technical training for automotive, diesel, collision repair, motorcycle and marine technicians.

 

We know that most Americans look to technicians at their local auto shops and dealerships for advice on how to maintain their vehicles, so working with UTI will ensure the experts advising those consumers have all the facts on American ethanol performance.

 

As part of the agreement, we will support the student resource center at UTI’s NASCAR Technical Institute in Mooresville, N.C.

Pruitt to Testify Before Two Congressional Hearings on Thursday

On Thursday, EPA Administrator Scott Pruitt will testify before Congress in two separate hearings. Starting at 10:00 a.m. EST he will speak before the House Committee on Energy and Commerce Subcommittee on the Environment and then again at 2:00 p.m. EST,  before the House Committee on Appropriations. In both hearings he will be testifying about the FY 2019 EPA budget.

Louisiana Anti-Discounting Legislation

State Representative Lance Harris (R) has introduced legislation that would ban fuel retailers in Louisiana from using Renewable Identification Numbers (RIN) and "other financial savings" to reduce the price they charge for motor fuels.  The legislation was approved by the full House last week and is set to be considered by the Senate Commerce Committee later on Tuesday.  The bill sponsor owns and operates convenience stores, and the legislation has the support of the Louisiana Oil and Gasoline Marketers.  We’re engaging our allies and have retained local counsel to help work against this legislation as it would be a terrible precedent.  We will keep you updated accordingly.

California Low Carbon Fuel Standard

The California Air Resources Board (CARB) is holding a hearing this Friday on potential amendments to the low carbon fuel standard.  We have and continue to stay actively engaged to keep the California market accessible for mid-western starch ethanol. Therefore, we will be filing comments that are keeping in line with our work to maintain access to this market.

NACS State of the Industry

The Market Development Team recently attended NACS State of the Industry (SOI) event in Chicago, where nearly 300 retail companies were represented. The event gave us an inside look at the fuel industry — covering all aspects from financials and transportation trends to analytics and marketing practices.

 

The event was also an opportunity to connect with retailers and bolster our rapport with the industry.
